The point is to prevent a crisis, not wait till it becomes a problem and deal with it after the fact. You get out of a burning building right away, not after it engulfs you.
This administration gives me the impression that they are clueless, as usual, and have no idea what they are doing or will do. Maybe they'll eventually fire another admin staff member, or blame some lower level employees... the usual Obama mess.

It is an additional duty with a MEDICAL evaluation component they must be given training materials and criteria and procedures for. It will also add TIME to each person processed. So either CBP lines get longer, or more personnel are hired to keep times short. Alternatively you hire shifts of healthcare workers who are not CBP to perform this specific function.

Citizens will have to be let in, of course. The measure would be aimed mainly against Africans fleeing to US for medical care, like that Liberian dude did. No cost. Most of them won't even reach our shores once airlines learn about the policy.
