Yes - Back in the day Precinct 13 cops would sell drugs from their patrol cars. To this day, Niagara County is the only largely crime free area in WNY, even against the meth crime epidemic, because there are too many retired Niagara Falls mafia dons that don't want any drama/trouble in their area. Any restaurant/club that burned down, that was for sure done by "a guy" who specialized in the bustout.
