That article doesn't answer the question "how?". It's not like a po-po can walk up to anybody and say "Ihre Papiere bitte". I mean, technically they can, but who the fuck speaks German in California? =))

The headline suggests 7 different individuals were found to be from out of town and thus fined. The body text of the story however explains that they not only came there together at the same time, they were "hanging out" in front of the 7-11. Conclusion: It still requires compound acts of stupidity to be fined (instead of just warned as most are) over the social distancing rules.
