I know it's tough with a very limited attention span and an overwhelming desire to fire up the next doobie but you've really got to learn to read the article not just the headline. Ballards is getting 17M for the fuel cells to put into the buses.

First off: "it's" is the wrong call (the possessive of pronouns has no apostrophe), followed close behind by "pots", which needs an apostrophe. Our green companies would want no less than 3 billion to develop 300 fuel cells.

This was my interpretation too. A bus driven by an electric motor is just standard stuff.
But also Fuel Cell tech is very simple.

The most expensive part is the membrane which is often Nafion, a proprietary material made by DuPont.
However, the membrane is basically just a plastic sheet! If China wanted to create and print its own, and use that, I'm sure they have ways, and acting as single business superentity they wouldn't charge themselves a high cost for that!
I can make one with duct tape and Bukey balls and a grilling fork.
