Sell citizenship to help national deficit?

There was a great fuzz about the DREAM Act recently; this got me thinking, if illegal aliens really want to become citizens, why can't we sell the citizenship to them?
Something like 1 million USD per citizenship, or if some one cannot pay upfront, something like 10% additional federal income tax for 20 years or until reaching retirement age.

It probably violates some law somewhere, but it's just crazy enough to work.
