I would have to guess that they knew that she was a terrible candidate unless they were believing their own gaslighting. The real question is when they concluded that they would have been most likely better off keeping Biden.

Kamala's campaign staff was paid a staggering $560 million dollars for 8 weeks of work.
The staff and others must have known it's hopeless, this is why they gouged Kamala.
