My take is that it was a CIA/MI6/Mossad effort to disrupt the election and sow discontent upon Putin. The attack was originally planned for a concert Mar 8 featuring one of the most popular acts in Russia, attended by some high ranking figures. Thanks in part to warnings about a terrorist attack "at a concert," security was tight and at least one of the terrorists was caught on camera at the location but they apparently called it off because of too much security. They proceeded with an attack on a different concert. It wouldn't surprise me if one element of the chosen target was to provoke Putin into brutal attacks against Ukrainian civilians and infrastructure so Israel could be moved to second place for "overreacting to a terrorist attack on a concert."
