I'm like a 3rd gen. American at this point. So far removed from Europe. I've never understood why our American culture has this ban on boobs. What is the big deal? I actually don't think that outfit is all that risqué so to speak. Just because you're nude or showing parts of your body doesn't mean sex. We're all peacocks in our own way, male or female. I see a confident woman that has the body to pull off the outfit, while others thinks she's a whore regardless of the content of the article. Her clown face is another topic.
I'm all for nude beaches or places where nudity is logical. Pools, etc. Takes your bubble off and it allows you to understand that everyone is flawed. You also end up less prone to being overly sexual because you were denied that like it was some sin to see some t & a. A tit is a tit. A dick is a dick. Just because you see it doesn't mean you have to stare or go touch it.

Dress code is dress code. If you have "visible abs" and can "pull off" walking around shirtless, it doesn't mean that you should do it at, say, court appearance. Same goes for that chick: from the picture it looks like she's in the parliament during the day. Sleevless dress with a "plunging neckline" is not something serious vagina-equipped people wear to the office/court/parliament. If they want to be taken seriously, that is.
