So in your world command centers don't have Military vehicles parked outside, and all around the grounds?
I'm mean I could concede it might have been a roof some commander sought shelter in while he ate his Bagel and Lox, that got bombed. But hardly a suitable command center, as demonstrated by the lack of evidence there of.
