These assholes CAN be reached, but they are just following orders. Most of them aren't inherently immoral, they are just oblivious following orders. Doesn't take a lot of people to enact a conspiracy, it takes a FEW people to do this, and a bunch of mindless semi-humans who don't have any idea what they are doing or what they are part of.
They don't question if what they are doing might be something horrific, and if something horrific happens as a result of what they were part of doing, they don't think they were part of it even though they helped make it possible. These are truly thoughtless, literally thoughtless, people. They just follow orders. They don't even realize what damage they have helped create. I'm serious, they're barely human, but they CAN become human, but they aren't now.
I can't hate them despite the chaos they cause, but I can pity them. They really are subhuman.
