Not much, really. It's not that hard to get a different IP and use a different browser. That's one reason I don't like to ban anybody. It's not very effective if they are determined.

What about VPN service? Don't a lot of users share a VPN provider?

So banning one user by IP would ban others on the same VPN IP? Yes, theoretically possible, but I haven't run across that case yet.
