I'm finding certain folks on this forum can't stand the fact that some welfare systems are very flawed, and need imrpovement. They can't fathom that a gov't entity needs fixing or is inept. You want to know how I know of the workings of those systems in MY state? Because a friend of mine takes the EBT card for food stamps at his store(it varies, but about 40% of his business), and showed me a reciept that had the current balance on it for a customer that he had just rung up. He was afraid of any backlash by that customer or others that he knew, and so didn't want to do any follow up on it.

So, I called the number for vendor problems, and as I help him out sometimes when he's busy like during the holidays, I told them my(his/our) concerns as an employee about the huge balance that was on that card, and it seemed unusual and thought that maybe some notice should be brought to it because of potential fraud.

THAT'S how I learned about the EBT card and it's many uses, along with a private network that must be pre-approved and other things, not by listening to BS and anecdotal dogma that's constantly passed around amongst the morons.

Is there fraud, abuse, and misuse? Yes, and it's small and mostly committed by the VENDORS, not the recipients. The EBT card cut down a lot of that, even though the big banks now get to profit from the whole system.

The whole system has enough flaws and glitches that anybody against the system does not need to resort to any lies and anecdotes to make it somehow sound worse than it actually is. Try using facts next time, maybe you won't look so bad trying to make your point.

It may surprise you to know, that death is not an event that historically triggered automatic notification of the myriad of financial connections to a person. Society has traditionally concerned itself with births far more than deaths. We've usually placed much of the burden on family to carry around a death certificate with them and do it themselves. I expect that quite a lot of "dead still enrolled" in something has to do with simple fact the person died and the agency didn't get timely notice about it. You die, now is every county hospital and morgue supposed to hire staff to send letters to every agency, or what? What if you die a John Doe? What if you die while travelling, or have no family? How long does it take before every agency that has you on their rolls know about it? It's been a sticky problem for a long time but work is being done to solve it.

Govt dont use centralized registry for all its various departments. Its a myth... Its a mix bag of old, new running on different OS platforms and often dont talk to each other. Most states do have those registries, to include MA. The county coroner in most states issues the death certificate and it is forwarded to the sec. of state's office. Does anybody actually know for a fact that those registries aren't referenced when people apply for benefits? Then again, if the elderly die off throughout the year, it can take weeks for the state to get the death certificate due to numerous reasons, and due to staffing and such why would any personel constantly check the benefit recipients to see who has died. Maybe some sort of database that automatically flags the benefits when a social security number from the sec of state's office posts the death certificate.
Or something as simple as lowering the time frame for inactivity to 6 months from a year, but that would be entirely dependent upon staffing levels.

... ask Oracle to do an ERP implementation and services and run two systems in parallel.. press a button and show them your financials...did the Financial Statements form old and new come out the same... The consultants would have know top revenues numbers, expenses, and bottom line to make sure it all ran perfectly.

What did Google, Facebook, Zynga, and many other recent IPOs use as their ERP system? Oracle.. and they all used consultants who saw pre-IPO numbers long before any one in the public or SEC. This is normal its been going on for years. thats why NDA.

...."Welfare-fraud investigators were jolted into action yesterday after a front-page Herald report said they failed to follow up when a Dedham cop told them he found an EBT card and paperwork for other benefits during a raid on a Dorchester apartment loaded with drugs and cash.

Dedham police Detective Bob Walsh said a representative from the state auditor’s Bureau of Special Investigations called him yesterday after the Herald reported his tip to the Department of Transitional Assistance went five weeks without an answer.

“He told me he had just been assigned the case, and would follow up with me sometime next week,” Walsh said.

After refusing to tell a Herald reporter on Wednesday how it handled the tip, the DTA said yesterday it received Walsh’s complaint March 30 and referred it to the auditor’s office April 1.

A DTA spokesman said he could not explain why it took so long for the auditor to contact Walsh. “All I can say is that we referred it on the 1st,” Matt Kitsos said. “We refer thousands of cases to them every year.”

A spokesman for state Auditor Suzanne M. Bump confirmed an investigator has been assigned to the case but would not say when. “In order to not impede any of BSI’s activities, we do not comment on open investigations,” Chris Thompson said.

Walsh alerted the DTA in late March after a drug task force raided a Folsom Street apartment and found evidence that taxpayer-funded benefits were going to the woman who lived there and her live-in boyfriend, Odelio Sepulveda-Guerrero, a 34-year-old alleged drug pusher. Walsh reported finding an EBT card in the woman’s name, along with WIC and MassHealth documents in the home and their cars — as well as heroin, cocaine and more than $65,000 in cash stashed throughout the apartment. The man and the woman are illegal aliens, according to immigration officials.

Sepulveda-Guerrero was indicted on state drug-trafficking charges, and a separate federal case for re-entering the U.S. after being deported. The woman was not charged with a crime.

The DTA has touted its own anti-fraud unit after a slew of embarrassing reports, including $27 million overpayment to food-stamp recipients and $25 million to people who may not have been eligible. But the agency sought to distance itself from the case yesterday. “DTA is not a law enforcement agency and does not investigate criminal matters. ... If the tip is criminal in nature, it is immediately referred to BSI,” it said in a statement.

It is unclear how the woman obtained an EBT card in her true name, as illegal immigrants are ineligible for welfare.

Walsh said he’s pleased there’s action in the case: “I’m busy doing my police work. That’s kind of what I’m focused on. I appreciate what you guys did.”

I understand what you are saying, but unfortunately, it takes a tragic event to bring up the incompetency of Gov. Patrick and the DTA, and put it under a microscope where it belongs. The Boston Globe has no interest whatsoever in performing 'journalistic responsibility in this area, and only through an event like this that we get details of the piss-poor performance of our DTA (Dept of Transitional assistance). Because for way too long, Gov Patrick has no interest in watching out for the law-abiding, tax paying people in my state...

....So while A-Fuck waxes eloquence in making fun of my thread, and diverting attention from the problem I'm addressing, I mention things that have happened in my state, that are confirmed true. I also bring up the players involved that are responsible for this mess(on both sides of the isle, but mostly democrat (it is Massachusetts after all)), and A-Fuck would rather play 'wise-ass coward' than discussing the topic, because he knows he'd lose this argument.

Unfortunately, this works exactly the same in Maryland, and probably a few other states.
