Doubt it. Florida alone is doing fantastic as a state in terms of employment.
If cruises leave the state, it's only going to be harder on cruise lines. Think about it. Florida is within a day's sail of every freaking place people want to vacation to in the Carribean, plus people want to visit and vacation in Florida. What state has enough available ports/terminals to satisfy cruise demand like Florida? None.

That is exactly my point. Click on the link, Norwegian Cruises have cruise schedules running into 2024 for departures from Miami. It would be a death sentence for cruises to leave FL. Where will they go for lucrative Caribbean destination cruises? Texas? Louisiana? These states will have similar covid vaccine rules (in fact, TX already has), and have less infrastructure and most departure ports are not as touristy. Galveston, frankly, sucks.
Cruise ships were floating plague towns even before COVID.
