Californians are now required to wear face coverings in most public spaces. On Nov. 16, 2020, the California Department of Public Health issued an updated order about the use of cloth face coverings or masks by the general public when outside the home.
Wearing face coverings helps reduce the spread of coronavirus especially when combined with physical distancing and frequent hand washing.

I'm going to be a regular in all the shopping districts. I think the worst that might happen is getting some kind of fine for not wearing a mask.

No, the majority of people simply would not make eye contact at all. I suppose it does look a little crazy to be carrying a sign alone. I need more people to do this with.
A few people took the time to read it. One guy gave me a thumbs-up. A woman took my picture for her son, who she says agrees with me.

The billboard industry determine long ago you have a budget of 7 seconds and a couple of words to make an impression. Fewer, bigger letters and a graphic would make the sign pop. Make a two sided sign so you can flip it for everyone whose attention you actually catch.
Best way to make signs readable from a distance is with 1 inch foam brush and relatively thin paint. Here are some sign making tips I learned in my activist days and now use in a different more permanent guise.

CA is fucked up and I will give them $0. I applaud you for your efforts, but do you ever feel like the ship has taken on too much water and there's only a few life boats left? I know you rent so you have flexibility and don't worry about property value. Is it just work at this point or family?
Covid tests are a pain, but I'll do them for travel INSIDE. I'm not going to wear a mask outdoors though. Ever. Or be shamed for it without fists being thrown.
So yeah, likely no Tahoe for this family. Idaho might be a 2nd option. Coeur d'alene is a cool area. Otherwise coastal Carolinas. Either way I know both those areas will give little shit about masks if at all.
