We need arrests.
Lots of arrests, and prison terms.
There will be no mass arrests. We simply do not have the infrastructure in place to house the criminals.

About 180000 new inmates are added per year and about 200000 are released. Our criminal justice system was operating near capacity prior to COVID. COVID has reduced the numbers of people that can be navigated through the system because of reduced court time.
We are a nation of about 330 million people. Prior to COVID lockdowns there was a 3.5% unemployment rate. In July, 23% of renters did not make their rent. Most of these did not make prior months' rents, as well. About 35% of people rent (in California that percent is higher). There have been state and federal restrictions placed on evictions. Hopefully the event will come off peacefully, but given the recent wave of protests and social unrest across the country in the wake of Minneapolis police officer Derek Chauvin murdering George Floyd on May 25, MPD and other local law enforcement agencies are expected to be out in force.
