No, it's not difficult. race-neutral is naturally the simplest way to write law and policy. And, it's the fairest way.
According to the CNN exit poll for 2016 election, 70% of Asians in California went for Clinton. 17% went for Trump.

I was thinking more along the lines of someday moving to the Jacksonville area. My reasoning being the (in relative terms) lack of direct hits from hurricanes and lack of sinkholes.
