To what degree is the shutdown about free medical care for illegals? I just went round and round with Grok, and it sounded like a Democratic medical lobbyist to me, claiming that a reduction in federal ACA (Obamacare) funds could not possibly affect California's spending on free medical care for illegals.

But it seems obvious to me that if ACA funds are decreased, the state of California would be pressured to cut its state program of free medical care for illegals:

Starting January 1 2024, California expanded full-scope Medi-Cal (which includes preventive care, primary & specialty care, vision, dental, home- and community-based services) to all income-eligible adults under age 26 regardless of immigration status.

Then in October 2022 the state reported that about 286,000 illegal alien adults age 50+ now get full-scope Medi-Cal.

The eligibility is income-based. Illegal alien adults (19+) can apply provided they meet the income/household requirements.

Limited-scope services for illegal aliens

Even prior to full expansions, illegal aliens could receive emergency medical services and pregnancy-related care under the federal Medicaid “emergency services only” rule — funded by federal dollars.

For those ineligible for full scope, California also uses state funds to provide some services (for instance, prenatal care, long-term care) to illegal aliens, as documented in older policy literature.

I keep having to say this to both ChatGPT and Grok, which keep defaulting to woke terminology:


It is extremely offensive to use the manipulative term "undocumented" when referring to illegal aliens, as if their only problem is a lack of documentation, rather than the fact that they have no legal right to be in the country at all. This demeans legal immigrants above all, those who have followed US law to be here.


After I say that, they will use the correct "illegal alien" term for a while, but then inevitably shift back to wokeness.
