This would result in dozens of seats becoming potentially competitive. It would free at least about 10 seats immediately, as they've been protected from elimination in Deep Red States like Alabama and Florida

That was already gerrymandered by Republicans - it is just being optimized once more, probably because Hispanics have started voting R if they bother to show up for elections.

Election reform first, no machines and no mail in ballots. Gerrymandering reform later. The second doesn't matter if you can't get the first.
