Also takes 2-3 decades even if it did work. I also don't think Russian men and women are that interested in starting families regardless of money.
I think between censorship, most Russians really don't want to live there. Climate wise it seems miserable over 80% of the land. Like northern Canada where no one lives.

if it doesn’t work how did all those societies grow while homogeneous
if it doesn’t work how did all those societies grow while homogeneous? there are historical examples of it working.
i don’t think population growth is needed. world is a fixed system, at some point it starts deteriorating from overuse. there are sweet spots in population. i remember in college we were told its about 250 million for US. And our professor raged over migrants and poor having too many kids.
Augustus decided to protect the Roman race. Between 2 BC and 4 AD as the population declined and the rise of foreign immigrants and slaves increased, Augusts enacted family laws that he hoped would reduce inter-breeding between Romans and non-Romans. ...
With the rising wealth of Rome came the lower Latin birth rate reducing Rome’s population to a level lower than ever before in history. Augustus saw having children as moral. He used his powers as tribune-for-life to initiate legislation that he hoped would encourage marriage. Infanticide remained legal and at a husband’s discretion, but people who remained single or married without children after they were twenty were to be penalized through taxation.
To further what he saw as morality, Augustus had prostitution taxed, and he made homosexuality a punishable offense.
As a rule, the more rapid the urbanization, the more rapid the population collapse that follows roughly one generation after said urbanization's peak.
What's really needed is good cheap housing near places with jobs.
The downside of capitalism is the constant need for growth to support purchases. Perhaps nature is indicating we have grown way too much. Imagine a world where with the same amount of people as 1950. Ahhhhh….so much nicer!

Russia has been importing Muslims... Vatnikmuslims from the Stans/Former SSRs. However, many have become radical.

While US has been in replacement through migration policy. Which so far has massive unintended consequence like the Tower of Babel. I think Trump is reversing that.
