Russia could have taken Kiev and much of the Ukraine in February (but maybe not Lvov). But it would cost too much to hold the territory. Once they realized that peace was hopeless, they pivoted to reinforcing Donbass and turning the ploy to drain Russia into an operation to drain the West.
