The institutions include cities, counties and states. The constitution protects the rights of self governing. Those are the rights and institutions that need to be preserved. They cannot be preserved by burning down the system. But yes, let’s abolish the IRS, CIA, DOE, etc... through Congress and the presidency.

"Congress shall make no law" also means that the executive branch may not simply choose to pretend there is a censorship law.

If he "steps down" and still wants to be CEO, he'll "step down" but still remain the real CEO. He can do whatever he wants.
