These are different problems. The solutions aren't mutually exclusive. Cant we do paper ballots AND voter ID checks?
Voter ID would absolutely help. There is no rational argument against voter ID laws. None. Unfortunately reason has been thrown out the window in favor of tribalism.
I would rather see money spend on preventing election fraud - through hacking, or other manipulation, than the BS distraction that voter ID is.
