Hate to say it but after a ton of thinking and debating I have come to the conclusion we SHOULD bring back earmarks if you value bipartisanship.

Right now no D has motivation to vote for a R bill or vice versa. And why should they, if there is nothing in it for them? By contrast if you get a fence sitting R on a D bill you may be able to flip him with a small sweetener. Also when questioned why he voted for something he can point to the earmark as being something for his home state constituents which they would otherwise not get.

It was very tough for me to admit this in that earmarks just feel "wrong". Still, if you want to get anything done in this town it's probably the best way to make it happen.
