Panhandling is the mildest form of mugging, presuming that you have and they have not, and that you don't deserve what you have, but they do.
Drones hitting them with tasers, and leaving them flopping around in pain for ten minutes or so, should do the trick.

As are jihadis and illegals who take Americans jobs. He wants to stop panhandling-but lets say it gets stopepd, will NY become a sanctuary city for illegal panhandlers?

Sanctuary is political bullshit. NY cooperates just fine with ICE. It doesn't do their job for them. NY and many cities don't want their police spending all their time being ICE agents instead of being police no matter how much the federal government orders them to do so.
Not that knowing what you are talking about matters to you, but read the guidelines for NYPD concerning illegals some time.
Trump is just pissed that he made a regal command and not everyone is bowing and scraping saying yes massa. Which is the norm for his whole life.
