No. Fubar applies to a specific thing. Clusterfuck is a large group of things.

Cluster fuck is a large mass of idiot toads messing things up in such a distributed fashion that an individual stands no chance with them. FUBAR means that you have a slight chance of ejecting the idiot toad from the pilot's seat.
