1. Everyone would have to include convicted felons, illegal aliens, drug users, drug sellers, and gang members.
2. Merely carrying a gun in insufficient. Everyone would have to be willing to use the gun if threatened with violence in any way. This includes using guns against the police when the police threaten to use any violence.
3. There would have to be NO legal repercussions for shooting a violent cop dead such as this guy...

Then, and only then, would a well armed society bring any kind of reduction in violence. Of course, you'd have to put up with thousands of "law-abiding" citizens with no criminal background getting into deadly shooting matches over the slightest provocation every single day. But that still might be better than putting up with assholes like the one above.
