About freaking time! A new born chimp is every bit as intelligent and self-aware as a new born human. To consider one a person and the other not is simply hypocrisy. It's only when humans pass one year of age that they finally start surpassing chimps in intelligence and awareness. An adult chimp is more sentient and intelligent than even a three-year-old human. So how can one consider a three-year-old human to be a person but an adult chimp not one?

What we call "human rights" and what we call "civil rights" are two different things with different bases. Human rights should be call personal rights. That may not have the marketing weight of "human rights", but it's a more accurate term.
A chimp should be on the same legal standing as a human child, possessing all personal rights, but not necessary the right to vote, sue, enter contracts as these things require higher levels of mental development. There's a reason why children don't vote, enter contracts by themselves, or initiate lawsuits. However, it does make sense that humans can initiate legal proceedings on behalf of chimps like they do on behalf of children.

No, person and human are not synonymous.
However, you would have the same ethical and medical problems as cannibals to a degree. It is likely that HIV was created when a virus crossed the species barrier due to the practice of eating "bush meat", i.e. other primates. If you eat things that have very similar genetic code to you, then their parasites become yours.
