"40% poverty level and an 8% unemployment rate".

40% poverty level but the unemployment rate is only 8%. Seems like a lot of people don't want to work in that area, if the people in that area were actively looking for jobs and not falling off labor participation figures, you would think the unemployment rate would be at least 15-20%.

A little righteous indignation, issue diversion/re-labelling, some foot stomping demands, waving children in the air, claims of starvation and destitution because free stuff taken away.

Your neighbor stops paying water bill and still gets water. Your other neighbor stops paying water bill and still gets water. You stop paying water bill and still get water.

Water eventually shut off, like, Duh, time to riot.
