The Defence Industry is Desperate for Spending, to keep themselves going - the public is sick of intervention in the Middle East and COIN. China is off the table because the MIC can't overcome the power of Retailers and Multinational Manufacturers from GM to Samsung to Apple that depend on China for production and sourcing.
