How does one "sell" the idea of progressive taxes?

I can understand the appeal on the right/libertarian side, where (if you believe as they do) that "half the country pays no income taxes", then you would feel that we "need to broaden the tax base", or "tax the poor and elderly more".

Since most people don't know their marginal tax bracket, or what that even means, how do you convince them that a progressive tax is the correct form of taxation?

I think you can't do anything about people who want to hold on to their beliefs, despite real data falsifying their beliefs.

Apart from the data aspect (capital gains taxes highly skewing the wealth towards the rich), to sell the idea that people should pay more in taxes would mean that we need to show that the Government is actually doing a good job of spending the revenue it is taking in. That is, you have to demonstrate efficient governance.

It is hard to demonstrate efficient governance, when there is hardly any prosecution or regulation of financial fraud.
