Have Contractors lowered their prices at all? (Pavilion cost overrun)

Does anyone know or have evidence that contractors have lowered their prices in the last few years? Our Hang Gliding club in Sylmar www.shga.com is building a $70,000 pavilion and in the last 4 years the price has risen to $100,000. Some are saying that the price should have been less because of the 28% drop in home building market. This issue has created some friction at our club. Any input would be appreciated.

What is the justification for the 40% overrun on cost? Who is managing the project, and what kind of experience do they have? Was there an agreed upon price and a contract, or was it just time and materials?

Contractors are about as honest and ethical as real estate agents.

Americans have a fundamental lack of knowledge in regards to negotiating.

Contractors pack in 300% profit. Lots of room to negotiate.

Only ones paying asking are completely braindead. At a minimum, always negotiate the first price..."Thats way more than I intended. I can't afford that much, so sorry, I hafta pass". Guarantee you will get a counter within a day or two(if not immediately) at 65-75% of the original quote.
