I worked for mostly small business owners for over 15 years before starting and running my own business for the last 21. I've seen A-B testing of taking a belligerent stance with the various agencies that regulate businesses, versus working with them in a professional manner. It's the same as immediately cussing out the cop who pulls you over versus being polite and cooperative. No matter how right or wrong you are with the law at the moment, or how you feel about the legitimacy of their authority to have pulled you over under the circumstances, everyone with any sense knows some ways of handling this will get you back on your way in less than a minute, while others will have the same person in the same cirucmstances detained for a long time and cited for petty but acutal infractions or worse.

That is not as easy as you think. If it were, most companies would organize their departments into LLCs to stay below the worker threshold. Trouble is, the IRS et al will look at common ownership of the LLCs and whether employees bounce around these restaurants or share management, accounting staff, or purchasing.
