Shelter is not "a privilege" as long as there is a wast sea of very affordable housing away from the few overhyped hotspots.
It's only affordable if you have a decent job, but unfortunately the decent jobs are concentrated in the overhyped hotspots.

in East LA you can see old people out on the street and they look like they just hit the skids in the last few days. Still pretty clean but nowhere to go and a little fearful. Landlords are there having people removed in a steady flow.

Perhaps housing market in CA is over-regulated, thus too damn high rents, not affordable for so-called "peasants" who can live in squalor while Silicon Valley/Politician/Hollywood overlords are just fine.
My wife says she’s encountered some of her students who admitted that they live in their cars, since everything close to campus costs too much rent and they don’t have family help. A McJob is good enough for basic living expenses, and community college is free or practically so, but housing costs way too much to afford while working at Chipotle.
Why not go to same kind of college in a cheaper place? Is ot because of the sanctuary state thing?

State residency thing? Out-of-state tuition will be high even for community colleges (unless perhaps you are an illegal in CA).
Hell, my physical therapist said he did it while doing his unpaid internship. Which btw is an awful position to put people. Go and work for free for a year while getting the skills you need to start your career. Never mind that you just spent 6 years paying to learn relevant skills in college....

And I heard NV and AZ are pretty relaxed wrt establishing residency for the purpose of going to college (if you're a citizen, that is).
