Looks like they want to develop similarly to what they did to one of the biggest "wetlands" or "swamps" in the USA (i.e., the Everglades, aka: "South Florida").
The Everglades still got maintained with some parts of it were developed That is how the canals were formed in South Florida. If you look at a map of South Florida such as Boca Raton, the development is from the beach all the way about 10 miles inland. And then it stops at the "swamp" or Everglades.
