The West Bank 1947-67 was part of Jordan, ruled by Jordan, with Jordanian courts and police, under the flag of Jordan with the Jordanian Army based in the region and defending it.
After Black September, Jordan lost all interest in possessing the West Bank.
It's a catch 22 for the Palestinians. If the Palestinians have never been a state, or only became one AFTER the land was taken by Israel, how can they then be occupied? If they are part of Jordan, why won't they go back?
