It's funny to watch commercial media tripping over themselves to distinguish Trump's proposed pause from Carter's official orders. Of course people can always find some distinctions between almost any two policy proposals made more than 30 years apart, but the motivating distinction is Iran (Shia) vs Saudi Arabia (Sunni). Carter banned Shia, whom Saudi Arabia calls terrorists because Shia are heretics who question the fundamentals of Islam. You remember the Saudis, who paid Sunni Pakistan to hide Sunni Osama bin Laden from us in order to continue GWOT funding to our Sunni "allies", and now we're helping the Saudis wage war against Yemen. Notice how our "terrorist" enemies throughout the middle east are almost always the enemies and potential competitors of Saudi Arabia, e.g. Iran, Iraq, Syria, and Libya. Deficit spending requires credit, and our credit depends on petrodollars, so to continue our empire of debt we need to keep the world's petrodollars flowing to our Saudi "allies" who invest them here and own a growing share of our economy including commercial media. Carter or anyone else can do whatever they want to the Iranian Shia "terrorists", because that serves the Saudi agenda, but don't dare ban the Sunnis who are actually causing most of the terrorism. One hand washes the other, but somehow they stay dirty as long as we continue to depend on deficit spending.
