Increase in homeless people at traffic signals begging in bay area??

Not sure if anyone has noticed increased number of people begging at almost all traffic signals in bay area ... that too before entering the freeway also (at the metering light).

Why a sudden increase.?

if they can't get loan mod they can squat while bank is working on other short sales and foreclosures already on their list.
