Xu Wenli (born July 9, 1943) is a native of Anqing, Anhui, China, and a dissident of the People’s Republic of China. He was a participant in and organizer of the Chinese Democracy Wall movement and served as the chief editor of April Fifth Forum. He is one of the leaders of the China Democracy Party.

He was arrested and imprisoned twice by the Chinese government, receiving a total sentence of 28 years and serving 16 years in prison. In 1993 and again in 2002, he was specially rescued through the efforts of the U.S. Clinton administration and the George W. Bush administration, together with democratic countries and international public opinion. On Christmas Eve, December 24, 2002, he was released directly from prison into exile in the United States. He received an honorary doctorate from Brown University.

From 2003 to 2013, he served as a senior research fellow at the Watson Institute for International and Public Affairs at Brown University and taught there for nine years. He has since retired. His original work, On the Normal Social Order of Humanity, was written while he was in prison.
