Repatriation. The put their family and clan back home up in estates and compounds. One thing Somali's hate as much or more than Westerners is a rival clan. They send $2B back PER YEAR (yet somehow need welfare?) and almost half of all Somalis get money from the USA. More in remittances is sent back annually than the Somalian "Government" spends in a year.
