Orwell definitely wrote a brilliant novel in 1984, however, he still believed socialism would be successful if implemented through democratic means. Still misguided.
Socialism can never be implemented through democratic means, it always requires force to steal the possessions and labor of those unwilling to cooperate. Socialism demands theft and there will always be those who refuse to work for free or give up their possessions and freedom.

Oh, yes it can. A Democracy could just have a majority vote to claim property from any particular group. The key is a "Bill of Rights" that guarantees that certain rights and property cannot be voted out. Even then, we had a vote that brought in the income tax, which for most people is a direct hit on their labor. Same with Social Security.
