As long as recipient pay local and US taxes all seems fine.Paying taxes on earnings doesn't absolve you from earning that money lawfully. Al Capone was convicted of not paying taxes because that was the easiest way to convict him; it's not that racketeering is a legal business.
Same with speeches or advances on books which never be profitable for publisher.

Being paid for speeches is legal if that payment isn't a front laundering payment for illegal activity. If you are being paid outlandish fees for speeches or advances on books that are never profitable, those are indicators that they payment might be part of a money laundering scheme.
