The question is: what would happen to the tax on the property to which two rental units have been added? I believe it would fall under "new construction" meaning that it will trigger a reassessment of a new base value.

Um yah this is a good thing for property rights. If a homeowner so desires, he can now add a second residence on his property and collect rent from it. I have a coworker who bought a house in Long Beach with an extra granny flat that’s kind of nice. He has rented it out to offset his mortgage and also put it on Airbnb. I say if he wants the hassle, he should be allowed to do these things.

Henry George was right about all of this 170 years ago.

There should be no tax on income or sales. Work and commerce are productive activities, so we should not tax them at all.

There only tax should be a tax on LAND values. Owning land is not productive.

Not house values. If you build on your land, that should not increase your taxes at all. Building is a productive activity.

It's very simple and fair: tax non-productive rent seeking.

The only thing in the way is parasites who live from non-productive rent seeking.

Super-Commute from exurbs to the Bay Area by car is a super-fragile existence.

All of the stars must be aligned perfectly, to pull it off. Every commuting day.

But life is not perfect. Accidents happen on the freeway turning the normal two hour commute into something much worse. Meetings run late at work in the afternoon, or else mission critical "things come up" at the last minute.

The babysitter in the exurb can get sick. Or, the daycare center is closed. Or, they won't take the kid because the kid got sick. It's a school holiday on a workday, or else a shortened day due to teacher in-service. The car broke down. Super-miles-driven-Super-Commuter cars require more frequent maintenance attention and expense.

Daily anxiety about the latch key kids making it to school OK, and being home alone till the late hours. No kidding I had a colleague whose such kid went missing after school while the two parents were at their jobs decades ago in a sensational still-unsolved disappearance.

Homies in the exurb know which homes are empty all day when Super Commuter is away. One holiday, I visited a relative in a "gated community" in an exurb. The young "guard" at the front gate who let us through wore a (uniform) shirt with a high collar, but we could still see part of the gang tattoo on her neck.

Every time there's an accident on the route (Altamont Pass, Sunol grade, whatever), so-and-so Super Commuter arrives late. Coworkers in the workplace must adjust. It doesn't take long for this pattern to wear thin on the department. I worked with a Super Commuter engineer who the complaints led to being forced out of the job. This person was lucky; able to bail out of the Exurban Dream Home and relocate to Boise.

No the housing shortage is lack of housing. And the Commies disillusion that 50 million people can fit in a 10 million man can.

Start tearing down all of the Single Family homes in the rich neighborhoods, and make them build Hud Projects... I mean, uh... Affordable Housing.

And we'll see just how fast this edict goes down in flames and repealed.

California is a free-stuff beacon to 2 to 3 BILLION of the world's poorest. There's no amount of housing in California that will hold them all.

and a beacon to Spoiled Rich Kids from super elite families in Asia to send their kids the foreign-grad-student-H1-greencard route.

To these folks from crowded polluted cities in Asia, the Bay Area and LA area are Wide Open Prairie, with high quality of life, at Bargain Prices. It will stop when we are as miserable as where they're coming from.
