Nope--they said the vast majority of the borrowed money will go to the 1%. Which is 100% true. The statement above is a lie.

How about we give the majority of tax breaks to the middle class? You know the ~35% of the people that work and pay taxes on their labor?

In a case like this, typically the pronoun refers to the subject of the question that is being answered. So, "they" is referring to the Dems.
This lie has been debunked numerous times on this site. Here is the chart again showing who in the working class will get benefits from the tax plan. Please save the chart for future reference.
That chart doesn't show where the majority of the borrowed money goes. Someone getting back $1 looks the same as someone getting back $1MM. Which is why you continue to post it.
