This is a stupid fallacy repeated by people who think the system offers the only choices. Those of us who don't vote usually do so because we know broken systems will never do shit to improve our lives.
What this really speaks to, is pretty much NO ONE believes in our broken system anymore, and it's just a matter of time before we marginalize it out of existence.

You completely missed Carlin's point. A system only controls you if you let it. The first step is not participating. Second is living by means outside of broken system. Third is destroying it when it attempts to take those independent means away.
