Board of inquiry to probe why talks are stalled • Strike and lock out banned for a week A traffic jam the likes of which California has never seen has been postponed as the trains of the Bay Area Rapid Transit system operate normally Monday. The trains carry 400,000 riders a day. Any work stoppage would have added significantly to the normally sluggish-at-best highway commute, including the routes two and from the Central Valley.
