the man was lawful in his actions, the police were too. either side could have prevented this from happening. I do put more blame on the police in this instance, at least from the edit of the film we see here..

what happened in that part of the clip that was edited out?? did he give a reason for the police to detain him? was he threatening or some how hindering them? (yelling at them, distracting them)

hindsight being 20/20 he should have tied the leash to something (fence / rim of his car / etc)

The police provoked this situation by bothering to engage a guy on the street with a camera. Beyond that, it's hard to say who's fault it is. They guy may have been just following their orders. If police expect you to follow their instructions once they engage you, then they ought to be mindful of the consequences.

LAPD used to do this BS too....a few freelance reporters for "alternative" publications like LA Weekly caught wind in the mid 90's that there was a group of corrupt cops in various LAPD stations(this eventually became the investigation known as the Rampart Scandal) and started video taping LAPD officers. They ALWAYS maintained quite a distance and were well within their public rights. Cops arrested these guys anyway, and on several occasions stomped the cameras and destroyed the tape.

Cops aren't above the law and I'm very glad that recording technology is where it is today.
