That's only a reason to fire 90% of the people that work Government, and replace them with people that while would be accused of being discriminatory, crap like this wouldn't happen under their watch.
The problem isn't America's social programs, the problem is Liberal politicians like to use these programs as a treat bowl, to reward undeserving voters while denying the people that paid into them with their taxes when they need these services.

Hey, don't shoot the messenger
But, bear has such a wonderful flavor. Yes, some might complain that it is too strong (gamey) and/or tough, but in a slow cooked stew (bear bourguignon, yum!) it really adds another level of delicious complexity. I also have a brother in law who has made a sausage with bear, venison and pork. The sausage is great, but last Christmas he used it as an ingredient in the stuffing (cooked in the bird of course) ...oh...my...god...best stuffing ever.
Recently went on a vacation to Hawaii. Was suprised to see on the most beautiful beaches, modified plastic bottles made into pipes for smoking something. There were many 20-40 year olds looking red-eyed, and in many places. So even with local low populations, there were many pipes, many people under the influence.
Then I heard that many Cali people spent more food stamp cards in Hawaii than in Caiifornia!! Talk about hints that you are being gamed.
Also, Hawaii has the highest welfare benefits of any state.
So by observation, it occurred to me that there were lots of drugs by the people who are getting subsidized.

Hmmm...I have an excellent counter point to this. I have been to quite a few beaches on the Big Island and Maui and have never seen a pipe -- plastic or otherwise. Therefor there must be no one using drugs on the beach.
However, I do agree that the beaches are beautiful.

You don't need reform, you need people to follow the rules. You are not eligible for ssi if "your disability arose (or was made worse) while you were committing a felony". Someone who is claiming ssi for drug problems after being in prison as a drug dealer should clearly be denied.

Anecdotes — that’s how Gov. Deval Patrick always dismisses stories about alleged criminals on welfare.
So this morning, Governor, I’d like to introduce you to 11 more “anecdotes.†They are all from Haverhill. Ten of the anecdotes are accused of distribution of heroin and the 11th for “sale of ammunition.â€
According to testimony last week in Haverhill District Court, all 11 are on welfare — mostly SSI and SSDI. According to federal statistics, despite their relative youth (they range in age from 26 to 51), they have only a 1 percent chance of ever ... recovering. By which I mean, getting off welfare.
Despite their illnesses, which left them unable to work, the anecdotes were active enough to have come to the attention of not only the Haverhill police, but also the state police and the federal Bureau of Alcohol, Tobacco and Firearms.
Let’s go down the list:
Benjamin Santos Jr., 36; Elisa Escalera, 26; Marcos Molina, 49; Luis Ledesma, 48; Luisaldo Ledesma, 51; John Rodriguez, 30; Domingo Banks-Burgos, 33; Edwin Oquendo, 39; Luis Rivera, 51; Heriberto Escalera, 43; and Jazlin Colon-Brito, 32.
Total bail for these 11 “disabled†individuals: $890,000.

This story was originally broken in the Eagle-Tribune, formerly the Lawrence Eagle-Tribune. Lawrence is only a few miles from Haverhill, which used to think of itself as a middle-class city. I can remember when Haverhill had a Republican mayor. Times have changed, and not for the better.
Attorney Lee Graham represents five of the anecdotes. I asked him about the nationalities of his clients.
“Most of them are from Puerto Rico,†he said. “So, yes, they are American citizens.â€
And was there any one particular malady that drove these, uh, Americans, onto the dole?
“They mostly filed for psychological issues — †Graham quickly caught himself. “Alleged psychological issues.â€
