I'm not sure such a perception exists. Quite a few people know that our government is ran by big business.
And the more wikiLeaks show up the more information there to prove that fact. There are leaks on Bush administration supporting Cigna, Monsanto, etc...
Like the CEO of Washington Mutual pointed out: "Washington has a very clubby nature."
