Update on the Skinnies.
They are arriving in groups of about 20; they collect about $2,000 USD before they go to Tijuana by bus.
More than 100 have passed through La Paz recently.
They are evidently financed by someone.
My friend is visiting and her hotel has a bunch of them.
They're mostly young men "military age".

I think they are going to take the bus up to Tijuana and try to get across the border.
Whatever it is, they're up to no good.
My local friends noticed them and wondered too.
There are more than those in the picture.
