Isn’t it obvious? A person with an unusable insurance plan is - on paper - an insured person, which makes the statistics on uninsured individuals look better..
"Fake" health insurance has been around forever. Many capitation plans had the brainstorm that since they got providers to lower fees, that they could then 'sell' the lower fee schedules as 'insurance' when it was no such thing, it was just a fee schedule. They would bind the provider to offering low fees to people that they sold the fee schedule to as insurance. Pure profit from degraded provider populations that were already captive.
i always wondered why the howling class action lawyer packs never picked up on that one.
